The Women's Commission of Uttar Pradesh State put forth a proposal to enhance women’s security in the state. The proposal sets guidelines that male tailors, gym trainers and yoga instructors should be prohibited in female-centred institutes. Shamli became the first district to enact these measures.
On 28 October, the Commission held a meeting in Lucknow where these guidelines were discussed. The guidelines make it mandatory to have a female tailor to take measurements of women, and it states that gyms and yoga institutes need to have a female instructor for women. The guideline also suggests that boutiques need to hire female employees, and so do school buses. They should have a female security or a female teacher.

"The feasibility of these proposals is yet to be decided," said Commission member Maneesha Ahlawat. The meeting was held with the rising concern of women’s security in the state in mind. After the feasibility check is completed, the proposal will be implemented across the state.
Shamli became the first district to implement these guidelines, with probation officer Hamid Hussain releasing an order that all female-centred establishments need female trainers and teachers. They are also required to install CCTV cameras to monitor and safeguard women. In his order, he stated, “Boutiques and clothing stores serving women must employ female tailors for taking measurements and have active CCTV monitoring in place,”
