His comments were interpreted as a reaction to the recent rape of a medical professional in Kolkata and the horrific treatment of two juveniles in Badlapur, Maharashtra. Modi stressed the need for prompt action against such crimes and emphasized that individuals who assist in shielding the perpetrators would also be dealt with severely. In the Badlapur incident, there was a significant delay in the police registering the First Information Report (FIR).

The Prime Minister emphasized that hospitals, police forces, schools, and offices must be held responsible for any delays or negligence. "The message must be conveyed clearly. Governments may change, but the protection of women is paramount," he stated.

Modi also insisted that the harshest penalties must be enforced and mentioned that efforts are underway to strengthen legal frameworks. His remarks were made in light of recent violent incidents involving women, including the Kolkata rape case and the assault on two girls in Badlapur. He reassured that his administration is supporting all state governments in addressing these issues.
